Mukhtar has 30 years of international affordable housing and development experience within public, non- profit and private sectors.

Mukhtar was the Chief Housing Officer for the City of Vancouver in Canada setting up the Vancouver Affordable Housing Agency to build 2,500 affordable homes on city and partner owned land. He was also responsible for understanding supply and demand across the housing market, supported the master planning of communities and developing new strategies to implement to meet growing housing need. Prior to his work in Canada, Mukhtar was a Development Director for a number of housing associations in the UK developing new affordable homes for a range of tenures including complex estate regeneration projects. Mukhtar has particular expertise in identifying and negotiating land acquisitions, developing financial viability models, leading planning processes, securing funding and overseeing construction and operations management.
