Description

The LEED certified Fire hall No.5 and YWCA Pacific Spirit Terrace project is a six-floor building with a fire hall on the first two levels and 31 affordable housing units on the remaining upper floors. The housing is exclusively dedicated for low-income single mothers and their children.

Land

No additional land acquisition was required as the subject site hosted the former Fire Hall No. 5.

User Interaction/Partnership Framework

The City of Vancouver entered into a partnership with the non-profit YWCA Metro Vancouver for the construction of the fire hall and affordable housing mixed-use project. It was the result of an RFP issued in 2013 that intentionally sought out to partner with an organization to provide affordable housing. The City lead the development process, acting as the lead funder and providing the land component.

Costs / Funding

The cost of the new fire hall was covered by the City, who contributed $11M out of a total approved budget of $13.1M.
The affordable housing component cost $11.37M and was funded through City contributions of $6.6M from the 2014 Capital Budget for affordable housing and YWCA fundraising efforts. The YWCA fundraising campaign secured $2.3M through YWCA donors, $0.9M from the Streetohome Foundation of $0.9M, and $1.3M from BC Housing.
